SUMMARY:2013 Rural Arts and Culture Summit
DESCRIPTION:The 2013 Rural Arts and Culture Summit “Leveraging Arts and Culture to Build Thriving Communities” will take place on June 5 and 6 at the University of Minnesota\, Morris. The Summit will celebrate the transformative power of arts-based community development in rural towns\, guiding its attendees to strengthen rural towns through innovative partnerships between communities and artists. The Summit is hosted by the University of Minnesota\, Morris and is a partnership between Springboard for the Arts and the Center for Small Towns (CST). \n\nEarly registration for the Summit is open until Tuesday\, April 30th.\nThe registration fee is $100.00 for two days and $70.00 for one day. This cost includes attendance to the conference as well as breakfast and lunch both days of the conference.\nAfter April 30th\, registration will be $125 for two days\, and $90 for one day.\n\nThere will be three featured speakers at the conference: June Holley\, Michael Strand\, and John Davis: \n\nJohn Davis lives in Lanesboro\, a small town in southeastern Minnesota\, where he has been instrumental in transforming the community into a regional center for the arts. His work and initiatives have included founding the New York Mills Cultural Center\, The Great American Think-Off\, and an International Kids Philosophy Slam. He has dedicated his life to navigating cross-sector solutions to small town challenges through projects that highlight their cultural assets and spark interaction across generations.\nJune Holley is the author of The Network Weaving Handbook\, and provides consulting\, training\, and coaching to organizations and communities around the world who are interested in creating healthier networks through a better understanding of self-organization\, collaboration\, innovation\, and learning.\nMichael Strand\, a potter whose mission is to build community through art\, craft and design\, is the head of the Art Department at North Dakota State University. He combines social practice with community development as he investigates the potential of craft as a catalyst for social change. Strand has traveled around the world sharing his ideas with communities of all sizes\, including Dwight\, Kansas\, Tallin\, Estonia\, and Portland\, Oregon.\n\nThe Summit will feature a wide variety of presentations\, panels\, networking opportunities\, and hands-on workshops. Attendees will have the chance to hear about models from leaders across the country\, including Chris Beck from the USDA (Washington\, D.C.)\, Matthew Fluharty from the Art of the Rural (Missouri)\, Gwynn Rukenbrod from Handmade in America (North Carolina) and Donna Neuwirth from the Wormfarm Institute (Wisconsin). Sessions will explore topics such as creative placemaking\, building audiences through cross-sector partnerships\, planning\, design and economic development\, the intersection of art and agriculture\, funding challenges and opportunities\, and case studies of innovative models which foster community interaction or enhance a region’s identity. \nThe Rural Arts and Culture Summit is supported by a multitude of organizations alongside Springboard for the Arts and The Center for Small Towns\, including: \n\nthe Forum of Regional Arts Councils of Minnesota\,\nPartnerSHIP 4 Health\,\nthe Upper Minnesota River Regional Development Commission\,\nthe Viking Library System\, and\nGreen Island Art and Nature Sanctuary.\n\nThis activity is made possible by the McKnight Foundation\, and by the voters of Minnesota through a grant from the Minnesota State Arts Board\, thanks to a legislative appropriation from the arts and cultural heritage fund and by a grant from the National Endowment for the Arts. \nSpringboard for the Arts is an economic and community development organization based in St. Paul and Fergus Falls\, Minnesota. Springboard for the Arts’ mission is to cultivate vibrant communities by connecting artists with the skills\, information\, and services they need to make a living and a life. Their work is about building stronger communities\, neighborhoods\, and economies\, and supporting artists to be an important leverage point in that work. \n \nThe University of Minnesota\, Morris Center for Small Towns (CST) is a community outreach program that serves as a point-of-entry to the resources of the University of Minnesota. Small towns\, local units of government\, k-12 schools\, nonprofit organizations\, and other University units are able to utilize the Center’s resources as they work on rural issues or make contributions to rural society. DESCRIPTION:There will be given a brief presentation about the new Transportation Alternatives Program (TAP) (solicitation is happening now)—how it has changed from the old Transportation Enhancements\, Safe Routes to School\, Scenic Byways\, and other programs into one new program. You’ll learn about the new rules and how to apply for funding. The presentation on TAP will be at 2:30 pm and the rest of the forum will be open house style to talk about the application process one-on-one or talk to other local experts about the programs described below. \nThis forum also gives you the opportunity to talk with MnDOT state aid staff from District 8 (Chippewa\, Lac qui Parle & Yellow Medicine Counties—see note below for Big Stone and Swift Counties in District 4 below) regarding other opportunities to partner with MnDOT\, such as the landscape partnership program. A new addition to this year’s forum is that Countryside Public Health staff will be there to talk with you about the third round of Statewide Health Improvement Program (SHIP) funding and how you can get involved with that as well as our region’s Safe Communities Coalition\, which is a local extension of the statewide Toward Zero Deaths (TZD) initiative. \nAdditionally\, if you are in MnDOT District 4 (Big Stone and Swift Counties)\, or you cannot make it on the 28th\, there will be a similar open house at West Central Initiative Foundation in Fergus Falls (1000 Western Ave  Fergus Falls\, MN 56537) on Wednesday\, October 23rd from 2 – 4 pm to discuss the Transportation Alternatives Program and the grant process. Although\, anyone from any county may go to either open house/forum. They are open to all so you can pick the date and location that works best for you! \nA few key things to keep in mind for the TAP funding: \n\nNov. 15\, 2013 – Letter of intent deadline\nFeb. 1\, 2014 – Full grant application deadline\nApril 15\, 2014 – Award recipients announced\n\nThis is a great opportunity to learn more about some great funding opportunities available to you that have changed or haven’t been available in our region for a while.

Recently he and his colleague Lisa Gonzales wrote a policy brief on the state of broadband in rural Minnesota – featuring local communities who have pursued public or public-private partnership for a community broadband network.
