Chris Mitchell from the Institute for Local Self Reliance has long been an advocate and supporter of community-owner and/or operative broadband networks. Recently he and his colleague Lisa Gonzales wrote a policy brief on the state of broadband in rural Minnesota – featuring local communities who have pursued public or public-private partnership for a community broadband network.
