Federal transit law requires that organizations who operate services funded by Section 5310 be included in a locally developed, coordinated public transit-human services transportation plan. The plan must be developed and approved through a process that includes participation by seniors, individuals with disabilities, representatives of public, private, and nonprofit transportation and human services providers and other members of the public utilizing transportation services. These coordinated plans identify the transportation needs of individuals with disabilities, older adults, and people with low incomes, provide strategies for meeting these needs, and prioritize transportation services for funding and implementation.
The RDC engaged a variety of stakeholders throughout the region over a period of six months to provide input and guide the planning process. A steering committee convened for three meetings and a public workshop was held. Four data collection tools were utilized: an organizational survey, a rider survey, an organizational focus group and an individual focus group. The final plan was posted for public comment for 15 days and was finally adopted June 27th. A Regional Transportation Coordination Council (RTCC) will be convened and funded by MnDOT in 2018 and will be tasked with accomplishing goals and projects identified by the plan.
