Pre-applications to the Small Cities Development Program (SCDP) were due November 15, 2012.
UMVRDC staff submitted pre-applications to the Small Cities Development Program (SCDP) for three of our communities: Benson, Ortonville and Granite Falls. This pre-application is the first step to becoming eligible to submit a full SCDP application. The Department of Employment and Economic Development (DEED) will review the pre-applications and determine if the city has a competitive application by early December. The full applications are due February of 2013.
Benson’s application includes owner-occupied and rental property rehabilitation. Ortonville is working on owner-occupied and commercial property rehabilitation. Granite Falls submitted an application with owner-occupied, rental and commercial property rehabilitation activities.

The Small Cities Development Program helps cities and counties with funding for housing, infrastructure and commercial rehabilitation projects that benefit people of low and moderate incomes.
Projects must meet one of three objectives:
- Benefit people of low and moderate incomes
- Eliminate slum and blight conditions
- Eliminate an urgent threat to public health or safety
In addition, need impact and cost effectiveness must be documented and the general public must be involved in the application process.
Cities with fewer than 50,000 residents and counties with fewer than 200,000 residents are eligible.
